Report on Emergency Blue Light Phones in the OSU Campus Area

March 22, 2006

 

There are seven Blue Light Emergency Phones in the Columbus Division of Police jurisdiction in the OSU Campus Area. They are as follows:

  • 2317 Neil Ave.
  • 47 Frambes Ave.
  • 1965 Indianola Ave.
  • 165 E. 15th Ave.
  • 152 E. 11th Ave.
  • 1560 Hunter Ave
  • 20 E. 14th Ave

 

From Jan 01, 2005 to March 20, 2006 there were a total of 616 calls from these seven phones. These calls were rated, along with other type runs, as Priority 2 by the Columbus Division of Police Radio Room. Using a scale of one to five, Priority 2 runs are dispatched in the order of second highest in importance. These calls are generally dispatched with two officers.

 

I obtained the following facts by reviewing each phone call received by the Columbus Division of Police Radio room from the Blue Light phones as recorded in the Patrol View program. Below is a break down by location and type of calls received:

 

In looking at the 12 calls from the Neil Ave phone I found the following information:

  • 7 calls found no problem / no caller / no description of a problem.
  • 5 calls were from people saying they were testing the phone.
  • 12 CPD units were dispatched on the false calls.

 

In looking at the 131 calls from the Frambes Ave phone I found the following information:

  • 128 calls found no problem / no caller / no description of a problem
  • 1 call was from someone saying they were testing the phone
  • 2 calls someone described a problem:
    • one concerned a drunken person on the ground
    • one concerned someone following them.
  • 151 CPD units were dispatched on false calls.

 

In looking at the 152 calls from the Indianola phone I found the following:

  • 147 calls found no problem / no caller / no description of a problem
  • 1 call was from someone saying they were testing the phone
  • 4 calls described a problem
    • one concerned a possible gun shot
    • two concerned fights or assaults
    • one concerned someone following the caller
  • 166 CPD units were dispatched on false calls.

 

In looking at the 199 calls from the E. 15th Ave phone I found the following:

  • 195 calls found no problem / no caller / no description of a problem.
  • 1 call was from someone saying they were testing the phone.
  • 3 calls described a problem
    • one concerned a large fight
    • one concerned a drunken person on the ground
    • one concerned an auto accident
  • 232 CPD units were dispatched on false calls

 

In looking at the 44 calls from the E. 11th Ave phone I found the following information:

  • 40 calls found no problem / no caller / no description of a problem
  • 4 calls someone described a problem
    • A sick person
    • A robbery just occurred
    • A property destruction report was needed
    • Domestic dispute
  • 51 CPD units were dispatched on the false runs

 

In looking at the 24 calls from the Hunter Ave phone I found the following information:

  • 19 calls found no problem / no caller / no description of a problem
  • 5 calls were from someone saying they were testing the phone.
  • 25 CPD units were dispatched on false calls.

 

In looking at the 54 calls from the E. 14th Ave phone I found the following information:

  • 50 calls found no problem / no caller / no description of a problem
  • 1 call was from someone saying they were testing the phone.
  • 3 calls someone described a problem:
    • One was a stabbing
    • One was a stolen car report
    • One was a domestic dispute
  • 61 CPD units were dispatched on false calls.

 

Totals for all phones combined:

  • Calls – 616
  • False calls – 586 (95%)
  • Legitimate calls – 16 (3%)
  • Miscellaneous – 14 (2%)
  • Number of Units dispatched – 698
