Broad Street Portfolio - Columbus

Number of Units 1,335 units in 242 buildings. Typically brick townhomes in clusters of 4-12 units. Primarily 2-3 bedroom units.
Location Approximately 550 units in Weinland Park and 700 in Near East Side neighbor-hoods; others in Italian Village, Harrison West, Linden and Franklinton.
Type of Housing Section 8 affordable housing – privately-owned apartments that receive federal (HUD) subsidies to cover rent for low-income residents. Payments are made directly to landlord.
Renter Profile Median income under $6,000/year. 948 households headed by single female 19-24 years of age with children. Average rent paid by family is less than $100 month with balance paid by federal government.
Ownership 13 limited partnerships managed by Broad Street Management Company.
Quality of Housing Most buildings structurally sound but 60-80 years old. Last renovated 20 years ago. Few amenities: most have no showers, washer-dryer hook-ups, carpet, or air conditioning. Landscaping minimal. Units not competitive with newer public housing or tax-credit housing.
Status U.S. Office of Multi-family Housing Assistance Restructuring (OMHAR) is rewriting and extending Section 8 contracts with existing owners under federal "Mark-to-Market" program. Proposed contracts would significantly reduce housing subsidies, diminish owners' incentive to improve management and maintenance, and offer little money for renovation.
Plan Campus Partners has purchase option for Broad Street portfolio and expects to submit alternate restructuring plan to OMHAR by 6-30-01. Plan to include high quality management/maintenance, substantial rehabilitation, supportive services for residents. Units to remain Section 8 housing. No involuntary displacement of current residents. Campus Partners doesn't expect to be owner or manager. Plan also will consider de-concentration of existing units by substitution of new and renovated units in less-impacted neighborhoods.
