Timeline for Columbus Coated Fabrics site

Early 1900s.  Manufacturing company produces waterproof oil cloth on the site.

 

1929.  Company changes its name to Columbus Coated Fabrics.

 

1961.  The Borden Company acquires Columbus Coated Fabrics.

 

1998.  Borden sells Columbus Coated Fabrics to Decorative Surfaces International, Inc. (DSI).

 

2001.  DSI ceases manufacturing on the site and enters Chapter 11 bankruptcy proceedings in the state of Delaware.

 

July 2004.  U.S. EPA begins removal of hundreds of barrels of hazardous waste left when manufacturing ceased.

 

August 2004.  Campus Partners enters into its initial purchase agreement with DSI in order to assess the environmental challenges and redevelopment potential of the site.

 

Fall 2004.  Campus Partners engages Lawhon & Associates to conduct a Phase I property assessment to determine the level of environmental contamination of the site.

 

December 2004.  Campus Partners’ initial purchase agreement expires.  Campus Partners unsuccessfully sought an extension of its agreement in order to conduct a Phase II property assessment and to seek resources for remediation.

 

March 2006.  With approval of the bankruptcy court, Campus Partners enters into a second purchase agreement with DSI.  Campus Partners and the City of Columbus agree to share equally in the estimated $500,000 cost of Phase I and Phase II property assessments and related legal fees.

 

Summer-Fall 2006.  Campus Partners engages HzW to conduct the Phase I and Phase II property assessments and attorney Joseph Reidy of Schottenstein Zox & Dunn to research and negotiate legal and regulatory issues related to acquisition and remediation of the site.  Discussions continue with the Ohio EPA and U.S. EPA on remediation.

 

October 2006.  Campus Partners and City of Columbus reach agreement on acquisition of the site, sharing of the cost for acquisition and demolition of existing buildings, and seeking resources for remediation.

 

December 2007.  City of Columbus takes title to the property.

 

April 2007.  Demolition of the deteriorating buildings on the property begins.  Campus Partners manages the demolition on behalf of the city.

 

July 2007.  The Ohio Department of Development announces the award of $3 million from the Clean Ohio Revitalization Fund to the City of Columbus for environmental clean-up of the site.

 

March 2008.  Columbus City Council approves an economic development agreement with Wagenbrenner Development Company for the redevelopment of the site.
