Request
for Proposals
Selection Criteria
The preferred master developer will be selected based upon the following
criteria:
- Quality of the plan:
- Consistency with design and development objectives;
- Quality of the
proposed development;
- Demonstrated understanding of the concept;

Creativity in design solutions; and
- Overall reasonableness and feasibility
of executing the plan.
- Accomplishment of other project and neighborhood revitalization objectives:
- Neighborhood economic development/job creation;
- Proposed mix of
uses and anchoring tenants;
- Housing objectives including proposed
target markets and feasibility of mixed income housing project;
- The
extent to which the proposal reinforces the character of High Street
with a diversity of commercial users, including independent, locally
owned businesses and activities which are unique to urban and university
environments; and
- The degree to which the proposal reinforces the
broader High Street and neighborhood revitalization objectives.
- Capability to implement the development plan:
- Technical ability
of the team and its members to perform the required services;
- Background,
qualifications, experience and expertise of the development team in
like ventures or similarly sized development;
- Reasonableness of the
timetable; and
- Human and capital resources pledged to this effort.
- Financial Considerations:
- Probable development budget;
- The financial
feasibility based on realistic development and operating pro formas;
- Reasonable certainty of prospective cash flows incorporated into teamıs
analysis;
- Financial return to Campus Partners; and
- Demonstrated
financial capacity of the team and its individual members.
