The development site was generally described in
the RFQ. A more detailed map is included in Appendix A. These parcels
within the site are currently being purchased by Campus Partners, in accordance
with the findings and recommendations of the draft document, A Plan for
High Street: Creating a 21st Century Main Street (High Street Plan). The
delineation of the site represents our current best determination of the
most appropriate size and configuration of the redevelopment area, considering
existing property conditions, required critical mass, and access to the
site. If, in the opinion of your development team, the site as currently
configured poses significant obstacles, or offers less substantial opportunities,
to the successful implementation of an appropriate and viable project,
please recommend the specific modifications needed to accomplish project
objectives. A modification to the recommended site configuration should
not, however, be proposed without a clear articulation of the specific
limitations of the existing redevelopment area as well as the benefits
and/or opportunities of the recommended reconfiguration. Proposed site
reconfigurations should be presented as an alternative, not in lieu of
