
The Campus Partners Student Advisory Board sponsored a forum for students on February 19, 1997, to share with them a draft list of priority recommendations for implementation. The forum was held in two sessions, one at 4 p.m. and one at 7 p.m., to encourage participation. We had about 40 students attend between both sessions.
Small group discussions were held on High Street revitalization and on student rental housing/quality of life in the neighborhoods. Students then were asked to place adhesive "dots" beside the recommendations which they felt were most important.
Here is a summary of how students "voted" with their dots:
High Street recommendations
13 Prepare a detailed High Street design study to establish design standards for improvements.
13 Explore creation of a parking district.
12 Implement mandatory design review.
10 Establish financial incentives for façade and building improvements.
7 Proceed with 11th and High commercial revitalization/redevelopment.
5 Create a High Street commercial special improvement district.
3 Enact "appearance of order" legislation to control panhandling and posting of handbills.
2 Implement measures to allow on-street parking on east side of High Street during non-peak hours.
Student housing recommendations
10 Create new and improved student housing options in the University District.
9 Support the efforts of the Safety Coordinating Committee to develop a safety action plan.
7 Improve parking for residents within the neighborhoods.
5 Improve the range and quality of student-related recreational facilities in the neighborhoods.
5 Enhance OSU student activities both on- and off-campus.
5 Establish a code enforcement task force.
4 Continue to support efforts to improve the delivery of city services.
2 Work with property owners to develop a Property Owners Association or special improvement district.
OSU engagement recommendations
11 Support faculty in teaching, research and service in the neighborhoods.
9 Support the role of the Campus Collaborative.
8 Publicize the educational, arts and community opportunities available to residents of the University District.
5 Improve economic conditions through increased employment and small business opportunities.
5 Improve the schooling.
3 Improve health and well-being through partnerships between OSU and the community.
3 Improve the quality of student life through additional student services.
Homeownership recommendations
12 Identify problem properties and develop strategies for rehab or removal.
5 Implement an OSU employee homeownership program.
5 Encourage new affordable units of homeownership for low- and moderate- income families.
4 Target the citys capital improvement funds for areas of homeownership.
4 Continue work to improve schools of the University District.
1 Establish an information clearinghouse on home-buying.
0 Assist neighborhood agencies and property owners in maintaining appropriate levels of subsidized rental housing.
