Demolition to begin soon at Columbus Coated Fabrics

Columbus City Council last October approved an agreement between the city and Campus Partners under which Campus Partners would assign its purchase agreement for the 17.5-acre Columbus Coated Fabrics property to the city.  Subsequently, City Council on Dec. 11 authorized the expenditure of $1.6 million from a municipal bond sale to remove asbestos and demolish the buildings on the property.  Council also authorized the preparation of an agreement between the city and Campus Partners under which Campus Partners would manage the demolition process.  In an agreement approved by a bankruptcy court in the State of Delaware, the city finally took title to the site on Dec. 22 from Decorative Surfaces International, Inc., the bankrupt owner.

Campus Partners is managing the public bidding process for the asbestos removal and demolition of the buildings on the site.  Bids are due Jan. 19.  Campus Partners expects to select a contractor by early February.  Demolition should begin in the first quarter of 2007 and be completed before the end of the year.  Campus Partners also will assist the city in preparing an application for a grant from the state’s Clean Ohio Revitalization Fund (CORF) to cover costs associated with completing the underground demolition and environmental remediation of the property.  The grant application is due in early April.

Meanwhile, Campus Partners has met with Wagenbrenner Realty for several months as a potential development partner for the Columbus Coated Fabrics site.  Wagenbrenner Realty has experience with using CORF remediation funds on sites for redevelopment.  The company is building new housing in the Harrison Park development of Harrison West on an old industrial site.  Mark and Eric Wagenbrenner, brothers who are principals in the realty company, have consulted with city staff and neighborhood leaders on potential redevelopment plans for the Columbus Coated Fabrics site.  Robert Caldwell, president of the Weinland Park Community Civic Association, is convening public meetings on Jan. 31 and Feb. 1 for neighbors to talk with the Wagenbrenners.  The meetings each begin at 6:30 p.m. at Godman Guild, 303 E. Sixth Ave.  The agenda is the same for each meeting, and neighbors can choose to attend the meeting that best fits their schedule.

Update on public safety

Officers from the Columbus Division of Police reported to the University Area Safety Committee on Jan. 10 that post-game activities went well following the Ohio State-Florida national championship football game.  Only five persons were arrested, four of them for setting fires.  Two of those arrested for setting fires were Ohio State students, who will face university disciplinary action.  Two were students from out-of-state universities.  Information on their arrests will be forwarded to their universities.  Police noted that the parking ban on selected streets and the use of large, portable lights to brighten the streets were helpful following the Ohio State-Michigan and championship football games.  The next meeting of the University Area Safety Committee will be Wednesday, Feb. 14, at 3:30 p.m. in 33 W. 11th Ave.

The Columbus Division of Police and the Community Crime Patrol cooperated in December with special patrols and plainclothes officers to prevent burglaries.  On the way to work, Ellen Moore, director of the Community Crime Patrol, spotted a man breaking into a car along Indianola Avenue.  She called the police.  Larry Geis, community liaison officer for CPD’s fourth precinct, was in the area and made the arrest.  The man had been arrested for a similar crime one year before.  Overall, burglaries in December were lower than the average.

Catherine Girves, director of the University Area Enrichment Association, has been sharing information regarding the arrest of four juveniles for committing acts of graffiti in Clintonville.  The four live in Clintonville.  Their “tags” also are widely seen in the University District.  She is encouraging citizens and property owners to report these tags, so the prosecutor can include these reports in the cases against the young people.  Ms. Girves spoke to the University Area Crime Stoppers Board, which is committed to a public awareness campaign against graffiti.  The Crime Stoppers group will work with Ms. Girves, Tom Wildman and Lydia Pantages to develop a billboard, bus posters and other media which focus on graffiti as a crime which hurts neighborhoods.  The campaign also will publicize a cash reward for information leading to the arrest of persons for graffiti.

Update on refuse and code enforcement

The University District Code Enforcement Task Force and the Campus Partners Public Service Committee on refuse collection and recycling held a joint meeting on Jan. 9.  The attendees agreed that the city’s Refuse Collection Division is continuing to provide a high level of service.  The two committees will hold another joint meeting on Tuesday, March 13, at 2 p.m. in the Northwood-High Building, 2231 N. High St.  The code enforcement task force’s Litter Subcommittee will meet on Tuesday, Feb. 13, at 2 p.m. in the Northwood-High Building.

New web site will promote the University District

The University District Organization and the University Community Business Association continue to cooperate on the development of a new web site for the University District.  Phil Marr, a web designer who lives in the University District, is working on the new site, which will replace the existing UDO site.  The new site is tentatively scheduled to be publicly unveiled at the luncheon meeting of the University Community Business Association on Wednesday, Feb. 14, at 11:30 a.m. at the Holiday Inn, 326 W. Lane Ave.  The site will be at www.universitydistrict.org.

New duties for Campus Partners staff

The Board of Trustees of the Science and Technology Campus Corporation (Scitech) last month named Terry Foegler as president and CEO.  Scitech is a non-profit affiliate of Ohio State established 10 years ago to develop the university’s research park along Kinnear Road.  While this is a significant new responsibility for Mr. Foegler, he will continue to spend the majority of his time directing the activities of Campus Partners.  Doug Aschenbach has been promoted to executive vice president of Campus Partners to help relieve Mr. Foegler of some day-to-day administrative responsibility, but Mr. Foegler will be fully engaged as Campus Partners considers a number of significant projects in the coming months.

University leaders asked Mr. Foegler to become involved with Scitech because of his extensive experience in land planning, economic development and public-private partnerships, as well as his understanding of university and city processes.  A number of planning and development decisions must be made as Scitech grows and as the city and other partners implement a vision for the 315 Research and Technology Corridor.
